More than an electronic file cabinet. Peel9 is a cost effective, user friendly system. We created Peel9 in response to demand from our existing analytics customers who needed a comprehensive, affordable, robust and user-friendly RMS.
Our Story
Peel9, a 2020 Innovation-Technology award winner, is a University of Cincinnati Innovation Hub supported Records Management and Analytics company that serves the law enforcement community.
Peel 9 believes Data only becomes Actionable Information when it is effectively analyzed. When investigators can determine where and when a crime occurred, what happened and who committed the crime, Data becomes Actionable Information.

Meet the Team
M. MURAT OZER, PHD
Dr. M. Murat Ozer is Co-founder and CTO of Peel9. He is an Associate Professor at the University of Cincinnati School of Information Technology. He is a retired Major in the Turkish National Police, with a specialization in counter terrorism. Dr, Ozer is an expert in international terrorism, data analytics and visualization, criminal gangs, violence reduction initiatives, crime prevention, and statistics.
CY COLE
Cy is CEO of Peel9. He has more than 45 years of experience in the public safety industry, both as a practitioner and a software executive. Cy began his career as a sworn officer with the Larimer County Sheriff’s Department in Ft. Collins, Colorado. After law enforcement, Cy worked in management and C-Suite level roles at Unisys, Intergraph, SunPro, OSSI, TriTech, and others before accepting the role at Peel9.
DANIEL GERARD
Daniel is a retired Captain, after 31 years of service with the Cincinnati, Ohio Police Department (CPD). His areas of expertise include: gun violence reduction, criminal gangs, opioid abuse, traffic safety, data analytics and visualization, evidence-based policing, place-based policing, police/academic partnerships, police management and police strategic planning.
TIM SABRANSKY
Tim has 32 years of law enforcement experience. He retired as Police Chief in Loveland, Ohio after serving 21 years with the Cincinnati Police Department. He is a past president of the Clermont County, Ohio Chiefs and Sheriffs Association, and past chair of the Ohio Association of Chiefs of Police (OACP) Education Committee.
